This is because Google is willing to do it for free and Danish politicians aren’t willing to pony up the funds otherwise. The Library’s curator estimates that it will take half a billion Kroner to do the scans, but Parliament has only authorized 7 Million. They are starting out with about 1.6 million volumes and hope to reach 30 million eventually.
